8th Pay Commission holds first round of talks with staff federations on fitment factor
The Eighth Central Pay Commission held its first substantive consultation with recognised staff-side federations of the National Council (JCM) at Vigyan Bhawan this week. The two-day sitting covered the fitment factor, the structure of the pay matrix and the future of the Modified Assured Career Progression scheme.
Staff-side representatives reiterated the demand for a fitment factor of 2.86, which would lift the minimum basic pay from Rs 18,000 to roughly Rs 51,480. They also sought the merger of pay levels 1 to 3, arguing that the present matrix leaves entry-level staff with negligible promotional distance.
The Commission has asked each federation to submit a fully costed memorandum by 30 September, including an estimate of the burden on the exchequer. Regional sittings in Chennai, Kolkata, Mumbai and Guwahati are being scheduled for October and November.
The Commission's terms of reference require it to submit its report within eighteen months. Officials indicated that recommendations, when accepted, are expected to take effect from 1 January 2027, with arrears if the report is delayed.
